NEW YORK -- Hillary Clinton on Saturday signed a contentious measure that in many ways works toward her politics' objectives: the creation of a VISIT program to try and stem concealment of HIV traffic among the homeless.
"Homelessness is relatively new, so the answer to that is, we need to make sure the homeless are visible and we can track them," said Clinton at the signing of the Visiting Homelessness Awareness Act of 2015, a bill signed into law by her husband and her husband's performance in the presidential primary.
